Tender from Hampshire County Council in Basingstoke and Deane, East Hampshire, Eastleigh, Fareham, Gosport, Hart, Havant, Isle of Wight, New Forest, Outside of Hampshire, Portsmouth, Rushmoor, Southampton, Test Valley, Winchester areas.

Hampshire County Council will fund the programme to a maximum cost of £100K and anticipate that this would provide enterprise education for one school year cohort, at secondary school level. In order to get the maximum benefits for Hampshire school children, we would welcome a programme that is delivered to at least one year cohort across as many Hampshire schools as possible; as such, this delivery would need to be to a minimum of 10 schools but could be more than that (though no more than 20, in order to ensure quality of provision), depending on the scale and type of delivery. Schools will therefore be selected via competitive selection, the nature of which will be discussed once the contract is placed.

In order to successfully meet the challenges outlined in section 1, any provision would need to include some core outcomes, which would ideally include most or all of the following:

  • inspiring students to develop enterprising skills such as: creative thinking and problem solving; communication and presentation skills; teamwork and leadership; negotiation and decision making; managing risk and responding to change
  • increase awareness of enterprise/self-employment as an option for young people post-education
  • provide experience of what is involved in setting up and running a business ('learning by doing')
  • opportunities to develop teachers' understanding of enterprise, to ensure greater knowledge of what industry needs, and enabling enterprise to be better incorporated into the wider, mainstream curriculum.

The specific detailed content of the programme may be agreed with the Council at a later date but the programme must include the following elements:-

Output 1 -
an introduction to enterprise/entrepreneurship activity for the whole year group. Examples of activity could include: an enterprise challenge or similar activity to encourage creativity and innovation; sessions from local business mentors in small groups. We would be looking for a minimum of 4 hours delivery to the year cohort in each school.

Output 2 -
a programme or activity which enables a number of students to form and run a company, to experience the challenges and rewards involved, for example: developing a product or service; creating a business plan; carrying out market research; marketing and selling the product or service; managing the company finances. We anticipate this would require at least 2 hours a week delivery to students in each school over the school year (minimum of 30 weeks) so are looking for each school's mini enterprise programme to be about 60 hours of delivery to students, with between 20 and 50 students engaged per school

Output 3 -
Continuous Professional Development (CPD) activity to increase teacher awareness of enterprise and/or local businesses, to enable them to embed enterprise in key curriculum areas such as science and technology and help them better engage students to think about enterprise as a future career option.

Instructions how to download tender documents

This procurement will be undertaken using an e-tendering system (In-tend) which can be found at Tenderers are required to register their company details on In-tend. No charge is made for registration or access to this system. Full details and user guides on how to register and operate the system are available via the link / under the HELP tab.

If you are not currently a registered supplier please register your company via the COMPANY DETAILS TAB at the top of the screen. Please note the email address used when registering as a new supplier should be for the person who will deal with the tender, as login details, subsequent messages and tender documents will be automatically sent to this email address. Please ensure the email account registered on this system is regularly monitored. You may register more than one user per organisation against your account.

Once you have registered, or if you already are a registered supplier, please LOG ON. Once in the website, click on TENDERS on the top bar, scroll down to CURRENT and then search for the title of this project for further information. If you wish to express interest please click on EXPRESS INTEREST. Tender documents will then be available for download

How to submit a tender using the In-tend web site:

Log into the In-tend website. Once you have Expressed an Interest, the tender documents can be found in your MY TENDERS folder. Once you have located the tender you require, click on the VIEW DETAILS button of this project then click on the ITT DOCUMETNS TAB. Scroll down the page to where it says TENDER DOCUMENTS RECEIVED and view all tender documents received. Click on the VIEW button. Download the documents as required.

If we have chosen to use an interactive questionnaire, this will be located under MY TENDER RETURN. This will vary depending on the tender.

When you have completed your tender, scroll down to the ATTACH DOCUMENTS button and search for your saved document/s. Upload the documents back on to the website and click on the RED SUBMIT RETURN BUTTON. This will submit your tender. If successfully uploaded, the system will issue a confirmation receipt. If you cannot see the receipt due to POPUP BLOCKER you will be able to view the receipt on the HISTORY TAB. Documents must be uploaded using Word/Excel or PDF format.
