Traffic Order Proposals : Amendments to Parking and Waiting Restrictions in the Laburnum Grove Area, Eastleigh

Highways – Permanent Traffic Order Notices from Hampshire County Council in Eastleigh area.

EFFECT OF ORDERS: To amend the parking and waiting restrictions in the Laburnum Grove area as follows:

Order 1: The following amendments will be made to The Borough of Eastleigh (Newtown Road Area) (Residents' Parking Places and Prohibition and Restriction of Waiting) (Disabled Persons' Parking Places) (First Zone) (Controlled Zone) Order 2004:

A. Second Schedule – Areas of Highway Designated as Parking Places with Permits:

(i) item 15 is replaced with: Laburnum Grove, north-east side between a point 6.6 metres south-east of its junction with Toynbee Road and a point 6 metres south-east of that point;

(ii) item 19 is replaced with: Laburnum Grove, south-west side between a point 6.8 metres north-west of its junction with Toynbee Road and a point 6 metres north-west of that point;

(iii) item 16 is replaced with: Laburnum Grove, north side between a point 32 metres east of its junction with Toynbee Road and a point 15 metres west of its junction with Archers Road;

(iv) item 17 is replaced with: Laburnum Grove, north side between a point 8.4 metres west of its junction with Toynbee Road and a point 10 metres west of that point;

(v) item 47 is replaced with: Toynbee Road between a point 12 metres north of a point contiguous with the southern boundary wall of property no. 1 Toynbee Road and a point contiguous with the southern boundary wall of property no. 25 Toynbee Road; and

(vi) new item 18a is inserted after item 18, to be: Laburnum Grove, south side between a point 11 metres west of its junction with Toynbee Road and a point 6 metres west of that point.

B. Third Schedule – No Waiting at Any Time:

(i) item 16 is replaced with: Laburnum Grove, south side between its junction with Toynbee Road and a point 11 metres west thereof;

(ii) item 17 is replaced with: Laburnum Grove, north side between its junction with Toynbee Road and a point 12 metres west thereof;

(iii) new item 19a is inserted after item 19; to be Laburnum Grove, north side between its junction with Toynbee Road and a point 32 metres east thereof;

(iv) item 55 is replaced with: Toynbee Road, east side between its junction with Leigh Road and a point 5.6 metres north of a point contiguous with the southern boundary of property no. 2 Toynbee Road;

(v) item 56 is replaced with: Toynbee Road east side between a point 3.4 metres south of a point contiguous with the northern boundary of property no. 4 and its junction with Laburnum Grove; and

(vi) new item 56a is inserted after item 56, to be Toynbee Road east side between its junction with Laburnum Grove and a point 18 metres north thereof.

C. The Fourth Schedule – No Waiting 8.00am – 8.00pm Monday to Saturday – item 1 is to be deleted.

D. Fifth Schedule – Waiting Limited to Two Hours Maximum Stay (Return Prohibited Within Two Hours) 8.00am – 8.00pm Monday to Saturday:

(i) item 20 is replaced with: Toynbee Road, east side between a point 5.6 metres north of a point contiguous with the southern boundary wall of property no. 2 Toynbee Road and a point 3.4 metres south of a point contiguous with the northern boundary of property no. 4.

(ii) item 21 is replaced with: Toynbee Road, east side between a point 18 metres south of a point contiguous with the northern boundary wall of property no. 34 and a point 10 metres south of that point.

Order 2: Item 52 referred to in The Borough of Eastleigh (Newtown Road Area) (Residents' Parking Places and Prohibition and Restriction of Waiting) (Disabled Persons' Parking Places) (First Zone) (Controlled Zone) (Amendment No. 2) Order 2006 (no waiting at any time) shall be amended to: Toynbee Road, west side between its junction with Leigh Road and a point 12 metres north of a point contiguous with the southern boundary of property no. 1 Toynbee Road.

Order 3: Will amend The Borough of Eastleigh (Prohibition of Stopping on Entrance Markings) (Zig-Zags) Order 2005:

Second Schedule – No Waiting 8am-10am and 2pm-4pm Monday to Friday

Item 6 is replaced with: Toynbee Road, west side between a point 1 metre north of a point contiguous with the school boundary and a point 43.5 metres north of that point.

FURTHER DETAILS: A copy of this notice, the proposed order, a map showing the location and effect of the proposal, a statement of reasons and the orders to be varied/amended may be viewed in the attachment to this notice or inspected during the usual office hours at the following places:

(i) Eastleigh Library, 1st Floor The Swan Centre (Opening hours : Mondays to Fridays 9.30 – 5)

(ii) Borough Council Offices, Eastleigh House, Upper Market Street, (Opening hours : Mondays to Fridays 8.30 – 5)

(iii) Hampshire County Council Headquarters, The Castle, Winchester, SO23 8UJ (Opening hours : Mondays to Thursdays 8.30 – 5.15; Fridays 8.30 – 4.45)

OBJECTIONS: All objections and other representations in respect of this proposal must be sent in writing to the undersigned quoting reference:- A1008/MB by 20 October 2017. All objections must state the grounds on which they are made. Persons wishing to make objections or other representations are advised that in the order-making process, objections or other representations may become publicly available and therefore the names and addresses of those persons making objections or other representations may also be made publicly available.

TITLE: The orders, if made, will be known as:

Order 1: "The Hampshire (The Borough of Eastleigh (Newtown Road Area) (Residents' Parking Places and Prohibition and Restriction of Waiting) (Disabled Persons' Parking Places) (First Zone) (Controlled Zone) Order 2004 (Amendment No. 7) Order 2017";

Order 2: "The Borough of Eastleigh (Newtown Road Area) (Residents' Parking Places and Prohibition and Restriction of Waiting) (Disabled Persons' Parking Places) (First Zone) (Controlled Zone) (Amendment No. 2) Order 2006 (Variation) Order 2017"; and

Order 3: "The Hampshire (The Borough of Eastleigh (Prohibition of Stopping on Entrance Markings (Zig-Zags) Order 2005 (Variation) Order 2017".
