Hampshire Arson Task Force

In a special 2006 report, the Department for Communities and Local Government, along with the Arson Control Forum, identified that only 9% of arson cases recorded by the police resulted in an offender being identified. The conviction rate (3%) was even lower, and as a result, Fire and Rescue Services, and the Police, were asked to jointly focus on improving multi-agency investigation of deliberate fires, to help increase the detection and conviction rates of arsonists. Having secured funding via the Hampshire County Council Local Public Service Area Agreement 2, (LPSA2); Hampshire’s Arson Task Force (ATF) went “live” in June 2007. The Hampshire ATF is an intelligence-led unit which exists to detect and prevent deliberate fires (arson), reduce risk to life and property, and enhance arson investigation via tactical response and appropriate support.

Management of Coroners

After Hampshire Scientific Service (HSS) recently agreed to work with coroners, it became apparent that few managers knew much about coroners’ work and their needs. Regional meeting groups, a benchmarking club, an online guide using the new IDeA website, and have written several sections of a guide to managing work with coroners are just some of the activities that have taken place.

Asbestos Re-Survey Contract

Following the release of the Control of Asbestos Regulations (2006), which placed a duty to manage asbestos on those responsible for buildings, it was agreed that HCC should improve the base-line level of asbestos information held by conducting a more detailed inspection of our estate.

Alamein is the most deprived ward in the Borough of Test Valley with the majority of it’s population living in social housing. There is a general lack of aspiration with high levels of teenage conception, drug and alcohol abuse, low educational attainment and worklessness.

The County Council introduced the ‘Village 30’ programme having listened to people who live in village communities. A number of parish councils had been asking the County Council to reduce the speed limit in their villages for some time and this view was supported by a public opinion survey undertaken by ICM for the County Council in April 2007.

Safer Havant Partnership

Havant is an area facing many challenges with some of the most deprived areas in the country neighbouring some of the most affluent.

The Safer Havant Partnership is made up of key organisations including Havant Borough Council, Hampshire Constabulary, Hampshire Fire and Rescue Service, Hampshire Primary Care Trust, Hampshire Police Authority, Hampshire Probation Service and Hampshire County Council, all of whom work together for a Safer Havant, aiming to improve the quality of life for residents, businesses and visitors in the Havant Borough.
