Minimising disruption to road users
Most roadworks are undertaken by public utility companies (water, gas, electricity). A common criticism is that some roads are dug up by different companies, all within a short period of one another. To address this problem, local authorities have been given powers to restrict any further works, following major resurfacing or public utility works.
Hampshire County Council uses these provisions to protect new 'high value' works or to protect other significant works where the location would be sensitive to further disruption.
The restrictions that can be applied are not permanent, but last from six months to five years depending on the nature of the initial works. The restrictions do not apply to emergency works (eg. to make safe a gas leak). Customer connections for utility services (Eg to reconnect an existing, or provide a new connection to a new customer) are also largely exempt from the restrictions.
