Highway Maintenance

A CSI scheme in Test Valley

Community Safety Initiative

This initiative promotes schemes which are on Public Highway and are substantially justified on grounds other than highway safety.

All district and parish councils are eligible to participate in this shared initiative.

Schemes put forward by district councils and parishes should be funded on the basis of new initiatives i.e. ideally it should be possible to demonstrate that schemes may not otherwise have received sufficient priority for implementation.

Schemes are to be funded on the basis of 50/50 split - i.e. a contribution of half the cost will be made by the County Council (up to a maximum of £5,000) with the remainder being funded by the district/parish.

Funding will be allocated so as to ensure a reasonable spread of provision across the County. District and Parish Councils who submit bids for two or more schemes should therefore indicate a priority order of preference.

All schemes submitted should meet some or all of the following criteria:

  • Provision in response to a strong local need.
  • Provision in response to a known or accepted night time crime issue. Recommendations arising from consultations with the Police will be given favourable consideration as will local Neighbourhood Watch requests.
  • Provision of a demonstrable highway safety benefit.
  • Proposed schemes cannot include proposals for lighting on unadopted land.
