3. Lighting Provision - Summary
3.1 For the purposes of determining whether or not lighting should be provided at a particular location or on a particular length of highway the county is divided into four different categories. These are listed below with a brief indication of the approach to lighting provision in each case:
1. Roads in Countryside Areas (E1)
All roads in sensitive countryside areas (all roads covered in general categories under be demonstrated paragraph 5.1.2.4). Specifically not lit except where overriding road safety problems can be demonstrated.
2. Roads in Countryside Areas (E2)
All roads in general rural areas within the Hampshire countryside, ie parts of Test Valley, East Hampshire, etc. Generally not lit except where road safety or personal security problems can be demonstrated.
3. Roads in Urban Areas (E3/E4)
All cities, towns and large estate areas (residential or commercial). Generally lit to the British Standard relevant at the time.
4. Roads in Historic Areas (E3/E4)
All historic areas and Urban areas generally lit to the British standard. Countryside areas: site specific assessment.
(E1 to E4 refer to the Institution of Lighting Engineers Notes for the Reduction of Light Pollution but are not to be taken as absolute definitions due to differences in interpretation by different sections of society.)
Motorways and Trunk Roads are maintained by the Highways Agency. The Agencies policy with regards to the lighting of these roads is separate from that of the County Council.
