6. Maintenance Requirements
6.1. All street lighting units adopted by Hampshire County Council shall be maintained to a standard that ensures, as far as is possible, their safe, economic, effective and reliable operation. Basic requirements are:
The maintenance of an up-to-date electronic-based inventory of all units to ensure satisfactory management of the maintenance process and to enable the annual assessment of the energy charge to be obtained.
Planned inspection procedures that ensure identification of defects within reasonable time periods and consequential rapid repair. All units are to be inspected on a cyclic basis to test for satisfactory operation and to verify the inventory details.
Reactive repair procedures that ensure expeditious responses to identified defects and first-time repair.
Bulk lamp changes that ensure the optimum life of each type of lamp is achieved but ensures that even main service luminance/ illuminance is maintained.
All maintenance work shall be provided by means of a Street Lighting Maintenance Contract. This contract shall have a minimum period of five years, and shall contain the minimum operational standards, specifications and procedures to be followed at the commencement of the contract.
Key Performance Indicators (KPI) have been established for the following areas:
KPI1 time to complete reactive maintenance repairs,
KPI2 time to complete ordered maintenance works,
KPI3 time to complete planned maintenance inspections and works,
KPI4 night time scouting efficiency,
KPI5 reduction of repeat reactive maintenance visits.
The specific KPI for each activity shall be published on the Street Lighting Website 'www.hants.gov.uk/highways/stlighting'.
Maintenance of street lighting units belonging to Lighting Authorities, other than Hampshire County Council, can also be undertaken under the County Council's Maintenance Contract. In such instances the costs of maintenance work and the associated energy costs will be recharged to the appropriate Lighting Authority together with an administrative fee.
As part of the Regeneration of Older Urban Areas Programme a number of public buildings adjacent to highways have been provided with floodlighting at the expense of the County Council. The ongoing costs of maintenance and energy of these floodlighting schemes will be met through the street lighting budget.
There shall be a formal arrangement by which all sections, branches, and departments of the County Council, as well as consultants, developers and contractors, inform the County Council of all items of illuminated street furniture added to, or removed from, the highway. This information is to be passed to the County Council on the day the change is activated.
Energy will be purchased via a periodic competitive tender. The corporate aim is to purchase an increasing proportion of `green' energy from renewable energy sources, wherever possible, to support the emerging `renewables' market and encourage the move towards sustainability.
