5.2. Roads in Urban Areas (E3/E4)
5.2.1. Urban Areas are defined as being those areas contained within the boundaries of most major parishes, towns and cities but exclude villages and small towns within the county. Areas of special environmental interest will be considered separately under the category of Historic Areas.
5.2.2. Lighting Requirements
5.2.2.1. The general presumption is that street lighting will be provided on all roads in urban areas.
5.2.3. Standards of Lighting
5.2.3.1. The standards of lighting shall be those detailed under General Requirements above but with the following qualifications:

Each district will be consulted and required to assist in the development of a District Lighting Plan which will describe the standard and type of light source for roads within its designated boundary. In general all (city and town) central areas as well as suburban shopping areas, together with major arterial roads, industrial estates and certain distributor roads, will be lit with high pressure sodium or similar white light source. All remaining roads will generally be lit with low pressure sodium but, as standards change, it may be necessary to revert to a white light source in the longer term. Other light sources may be utilised if considered to be more appropriate for a special area.
