Salt (Grit) Bins
Installation of salt bins can only be requested through a recognised public body such as a Parish or District Council. It is not current HCC policy to grant direct requests from members of the public due to the abuse of bins in the past. The proposed site for the bin shall be considered with regard to the following conditions:
The bin shall not obstruct sight lines
There will be sufficient space for the bin and for safe salt replenishment
There must be sufficient traffic and/or pedestrian use
The bin must not be placed on an existing Priority 1 salting route
The site must have a positive gradient
The proposed site must not be adjacent to a watercourse, unless drainage exists to take flow away from such a watercourse
Once approval has been granted, the following responsibilities will come into force:
Public Body
Purchase of bin and supply to Highway Unit
Requests for re-filling of bin
Use of bin for treatment of the highway (including monitoring)
Highways Unit
Installation of bin and filling with salt
Re-filling of bin following request from public body, or during periods of adverse weather
Should a site prove problematic, with regular use of salt for the treatment of private driveways, Hampshire County Council reserve the right to refuse permission to place the bin, or refill it.
