Highway Maintenance Management Plan
Foreword
Hampshire has been at the forefront in developing a systematic approach to the management and maintenance of the highway network and was influential in the development of the Local Authorities Association's Highway Maintenance A Code of Good Practice.
Hampshire County Council introduced its own associated document, "the Highway Maintenance Management Plan" (HMMP) in 1986. Since that time, advances in technology, maintenance techniques, legislation and environmental awareness have led to the need to update the format and amend the document to reflect current practices as outlined in the national standard, Highway Maintenance ' A Code of Good Practice' published in July 2001. This document will better equip us for the future challenges in maintaining and protecting the valuable highway asset for the benefit of the travelling public.

Introduction
This document, The Highway Maintenance Management Plan (HMMP) describes Hampshire County Council’s approach to Highway Maintenance within a legislative, corporate and financial framework.
The HMMP outlines the Highway Maintenance Strategy of the County Council which is based on the recommendations made in the latest edition of The Local Authorities Association ‘Delivering Best Value in Highway Maintenance: A Code of Practice for Maintenance Management July 2001’.
The document sets out the Policies, Standards and Network hierarchy of the County Council and their implementation by designated procedures which are also contained within the HMMP.
