Street Lighting Policy

1. Introduction

1.1 There is no statutory duty to provide street lighting but where the Authority has provided street lighting there is a duty to maintain.

1.2 The majority of traffic signs require illumination in locations where street lighting is present.

1.3 The general policy provisions are contained in the Street Lighting Policy document.

2. Street Lighting Policy

The County Council as the Highway Authority has no statutory obligation to provide street lighting and the County Council’s approach to lighting provision is as follows:

i.    

Roads in countryside areas:

 

Generally not lit except where problems of night time road safety and perceived personal security exist.

ii.    

Roads in urban ares:

 

Generally lit.

iii.    

Roads in historic areas:

 

Urban areas generally lit, individual assessment may be required in countryside areas.

Maintenance Requirement

All street lighting units adopted by Hampshire County Council shall be maintained to a standard that ensures as far as possible their safe, economic, effective and reliable operation. Basic requirements are as follows:

  • The provision and maintenance of an up-to-date inventory of all items of illuminated street furniture to enable satisfactory implementation and management of the maintenance process and to ensure accurate assessment of the electrical energy consumed.

  • Planned inspection procedures that attempt to act in a preventative manner thus reducing in service fault. A reasonable period and consequent rapid reporting of defects for repair. Inspections should also take place on a cyclic basis on all items of furniture to test for satisfactory operation and to verify the inventory details.

  • Reactive repair procedures that ensure expeditious responses to identified defects within predetermined time/periods.

  • Bulk lamp changes that ensure the optimum life of each type of lamp is achieved as well as maintaining average service luminance.

  • All maintenance work will be provided by means of the Street Lighting Maintenance Contract. This contract will generally have a contract period of five years, and will contain all operational standards.

  • Maintenance of street lighting units belonging to Lighting Authorities other than Hampshire County Council can also be undertaken under the County Council’s Maintenance Contract. In such instances the costs of maintenance work and the associated energy costs are re-charged to the appropriate Lighting Authority with a small admin fee.
