Sponsorship of Roundabouts

1. Introduction

1.1 In recognition of the potential benefits to the environment and cost saving of reduced maintenance, the following policy for the sponsorship of roundabouts has been approved.

2. Relevant Legislation

2.1 It shall be the responsibility of the relevant District Council Authority to implement any sponsorship agreement as it is considered that for planting schemes the District Council is effectively acting as the County Council Contractor but is doing so for nil consideration from the County Council. The County Council has powers under S64 of the Highways Act 1980 to carry out such planting schemes.

2.2 Under the Public Health Act Amendment Act 1890 the District Council has powers to permit the erection of sponsorship signs.

2.3 Sponsorship may take the form of Planting/Landscaping or ‘Civic Art’ (monument, statue or sculpture).

3. Policy

3.1 Hampshire County Council supports the concept of roundabouts on the public highway being enhanced by means of a sponsorship agreement with a third party (local business, Parish Council etc) if the agreement is in accordance with the guidelines outlined in the sponsorship of roundabouts procedure.
