Young drivers

  • More than two out of every five road deaths involve a young driver.
  • One in five newly qualified drivers have a car crash within the first six months of passing their test.
  • In 2007, 59 drivers between the ages of 17 and 24 were killed or seriously injured on roads in Hampshire.
New drivers should also remember that they are 'on probation' for the first 2 years of passing their test. If they get 6 penalty points in this time, they lose their licence.

Why are young drivers the most at risk road user?

  • They lack experience as new drivers gain more driving experience their accident rate begins to fall.

  • They tend to be over confident and are more likely to drive in risky ways: too fast, too close to the vehicle in front and dangerous overtaking.

  • It takes new drivers up to two seconds longer to react to hazardous situations than more experienced drivers.

  • Young drivers who carry friends/passengers are more likely to have a crash.

  • Novice male drivers have higher accident rates than novice female drivers, and are more likely to commit driving offences

Pass Plus Scheme

What is it?

Pass Plus is a training course designed by the Driving Standards Agency (DSA) with help from insurers and the driving instruction industry that helps new drivers improve their skills and widen their driving experience by dealing with a wide range of road and traffic situations.

You can claim £75 towards Pass Plus if you register with Hampshire County Council.

Not only will Pass plus make you a better driver but it could also reduce your car insurance premiums!

The course consists of six specifically designed driver training sessions, to develop your skills in:

  • driving in town

  • driving in all weathers

  • driving on rural roads

  • driving at night

  • driving on dual carriageways

  • driving on motorways

How it works?

Hampshire County Council will pay £75 towards the cost of your Pass Plus course directly to your instructor on completion of the 6 modules. You pay the remainder of the fee to the instructor at the beginning of the course. Once you are accepted onto the course you will be sent a list of participating approved Pass Plus instructors. You must use one of the instructors on our list.

How do I qualify for Hampshire's Pass Plus scheme?

  • You must live within the Hampshire County Council local authority area (excludes Southampton and Portsmouth)

  • You must be in the 17 - 24 age group

  • You must have passed your driving test within the last 12 months

  • You must use one of the instructors on our list.

Insurance offer

A-Plan insurance are working in partnership with Hampshire County Council to promote safer driving. A-Plan insurance  is currently offering to pay a further £75 if you arrange your car insurance with them, after completion of the Pass Plus course.
