The South East Strategic Leaders (SESL) are drawn from county councils and unitary authorities. The chairman of SESL and spokesperson for the group is Councillor David Burbage, Leader at the Royal Borough of Windsor and Maidenhead.

Councillor David Burbage, Chairman
David Burbage became leader of Royal Borough of Windsor and Maidenhead in May 2007, having been Conservative Group leader since 2003. In February 2009, he proposed the Council motion on transparency – that all expenditure over £500 should be published online – which went on to become national policy. In a first for a local authority in the UK, Windsor and Maidenhead launched Recyclebank which rewards residents for their recycling efforts. It is also one of just four Big Society Vanguard areas in the country. David is a member of the Royal Berkshire Fire Authority and in addition to his public commitments he also runs a software company based in Maidenhead.
