About the Eastleigh Town Access Plan

The Eastleigh Town Access Plan (ETAP) has been developed by Hampshire County Council in partnership with Eastleigh Borough Council and its aim is to positively contribute to improving access to facilities and services within central Eastleigh.

Local residents, visitors, and key stakeholders were given opportunities to tell us about local transport issues and concerns at a number of public consultation events. The information gathered has been used to develop the ETAP, which has now been formally endorsed by Eastleigh Borough Council and was adopted by Hampshire County Council in April 2011.

The ETAP puts forward a set of proposals and potential projects which aim to achieve:

  • A more accessible town centre
  • Improved public safety
  • Improved accessibility for all
  • Reduced levels of congestion and pollution.
The adopted ETAP includes a full list of local improvements, all of which are included in the Action Plan (Chapter 12) of the ETAP.

Chestnut Avenue cycle way (Sandmartin Close to Stoneham Lane).

The scheme was implemented in Autumn 2011 and provides an off road shared use cycleway that connects Eastleigh town to the Hypermarket and the surrounding employment sites in Chandler’s Ford.

Real time rail information screen at Eastleigh bus station

This was implemented in Spring 2011 and improves the information and integration between the bus and rail stations.

Secure cycle compound at Eastleigh Station

This scheme was implemented in April 2012. This provides cyclists with a secure compound to park their bicycles at the Station. For more information on access to the compound please speak go to the Eastleigh Station ticket office.

Eastleigh Town Centre Variable Message Signage (VMS) and Static Signage upgrades

The scheme was implemented in March 2012. VMS signage has been installed on all the key approaches to Eastleigh town centre as well as rationalising and upgrading existing static signage. This provides motorists with real time information on which car parks have spare capacity.

Eastleigh Town Disabled Access Audit

An audit of accessibility issues was undertaken in Spring 2011 which was carried out with EBC & HCC officers along with volunteers from the Eastleigh Disabled Access Group.

A number of issues were identified. Individual proposals where appropriate have been added to the ETAP Action Plan.

Junction Safety Improvements

This scheme was implemented in Autumn 2011. Key junctions within the network of “Grid Streets” has had the signage and lining enhanced to make the junction priorities clearer.

New Bus shelter Derby Road near junction with Elm Road

This scheme was implemented in Spring 2011. The existing bus stop was upgraded with a bus shelter provided.

Common Wheels Car Club Vehicle located in Town Centre

The car club vehicle has been located at The Point and was available since April 2012.

Electric Vehicle Charging Point at the Mitchell Road Car Park

The charging point was installed in Spring 2011.  This enables visitors to the town to charge their electric vehicles.

ETAP Live Projects

The following is an overview of current ETAP projects where studies and investigations are currently being undertaken.

  • ETAP Ref D.9: Archers Road Footbridge Maintenance: Implementation scheduled for Spring 2012. Works to include repairs to the risers, repainting, and improved surfacing with anti slip material.

  • ETAP Ref A18/ A.35: Passfield Avenue/ Chestnut Avenue Corridor Study. Feasibility study to begin in Spring 2012. The study will consider accessibility and road safety improvements along the Passfield Avenue and Chestnut Avenue corridors.

  • ETAP Ref A.10: Cycle route from Leigh Road to Eastleigh town centre via back ways. Feasibility study underway. The study will consider the works required for the provision of an alternative cycle route to cycling on road along Leigh Road that will utilise a new pedestrian/ cycle link adjacent to the Good Companions PH and the existing backways.  

  • ETAP Ref B.2. Travel information kiosk at the Swan Centre. Ongoing discussions with Swan Centre to identify possible location.

  • ETAP Ref A.12: Leigh Road / Passfield Avenue junction accessibility and capacity improvements. Detailed design to progress in the Spring 2012. Design options will consider improved pedestrian and cycle crossing facilities at the junction and also improve the efficiency at the junction to reduce vehicular delays.

  • ETAP Ref A.17: Mitchell Road cycle way (link to Southampton Airport and Parkway). Detailed design underway. Implementation scheduled for Autumn 2012.

  • ETAP Ref A.28: Pedestrian route enhancement (Twyford Road to Eastleigh Station via Lidl). Feasibility study underway. Study will consider options to improve the well used pedestrian route, where improved surfacing, lighting and safety improvements will be considered.

  • ETAP Ref A.30: Improvements to the pedestrian and cycle wayfinding signage within the town centre “Legible” Eastleigh. A comprehensive audit of cycle and pedestrian signage is complete. A signing strategy will follow with the aim being to comprehensively sign key routes and destinations within the town centre.

  • ETAP Ref A.31/ B.7 / B.8: Eastleigh Station Forecourt Improvement Works. EBC are in early discussions with Southwest Trains and Network Rail. Initial scoping and master planning has been completed. More detailed design work will be subject to securing sufficient funding. Accessibility and Environmental improvements being considered include de-cluttering, new surface treatments, car parking reconfiguration, improved lighting & planting and improved linkages to the town centre, especially the crossing of Southampton Road.

  • ETAP Ref A.3: Bishopstoke Road cycle way (Riverside to Eastleigh Station).  Feasibility study underway.  Study is considering options for improving the cycling facilities along Bishopstoke Road between the Riverside junction and Eastleigh Station.

  • ETAP Ref A.23/ D.10: Twyford Road Transport and Environmental Improvements. Feasibility study underway. Public consultation completed with scheme priorities identified. For more information:

  • ETAP Ref A.8/ A.11: Cycle route on north side of Leigh Road from Woodside Avenue to Brookwood Avenue. Detailed design underway. Scheme is considering the widening of the existing footway to make it a shared use cycleway.

  • ETAP Ref D.6: Regal Walk Environmental Enhancements. Feasibility study to progress in Summer 2012. The study will consider enhancements to the well used pedestrian route to include new surface treatments, lighting and public art.

  • ETAP Ref A.4: Campbell Road / Southampton Road Junction Accessibility Improvements. Feasibility study to progress Spring 2012. The study will consider options for new pedestrian crossing facilities at the Campbell Road/ Southampton Road junction.

  • ETAP Ref A.9: Leigh Rd South Side Cycleway from M3 junction 13 southbound on-slip to Passfield Avenue Junction. Detailed design underway. Scheme would improve local cycle links by widening the existing footway and converting to shared use.

  • ETAP Ref A.38/ A.36: Wells Place disabled access improvements. Feasibility study underway. Study considering new dropped kerbs and tactile paving as well as better access for pedestrians when using the disabled parking bays. Schemes identified by the Disabled Access Group.
