Basingstoke Alencon link accessibility and environmental improvements
The scheme involves the construction of a new shared-use pedestrian and cycle link from the Victory Roundabout (A3010 Churchill Way) to the Chapel Hill Roundabout.
The aim is to improve access to the station, shopping malls and The Anvil.
Duration and temporary traffic arrangements
The works start in mid-April 2013 and we expect them to be completed by the end of November 2013.
During this time a one-way traffic system will operate from Chapel Hill Roundabout to Victory Roundabout.
This will allow safe working room around the site for construction operatives and will also allow the exit ramp from The Anvil car park to remain open.
A diversion route with prominent signage will be in operation for all traffic headed for the Malls and The Anvil car park. This will bring drivers in from the north along Brunel Road, Houndmills Road, Kingsclere Road and Chapel Hill.
Access to the station car parks to the north of the rail station will be via the Eastrop roundabout. The one-way system will let drivers exit from these car parks towards the west via Alencon Link as normal.
Bus access to the interchange will not be affected and buses will reach the rail station interchange from the east only during this time.
Summary of the works

The seldom-used subway at the Chapel Hill Roundabout will be closed and filled in. A new controlled crossing will be installed in its place. This will provide safer access to the Malls and The Anvil for cyclists, pedestrians, and users of mobility vehicles and wheelchairs.
The new access route and crossing will provide a complete road level connection to the town centre along the north side of Alencon Link with a much more open feel. The scheme will enhance the local environment with new trees and shrubs.
This route avoids use of subways and solves the problem of pedestrians having to cross The Anvil car park exit ramp.
In addition, the existing paved area between Alencon Link and The Anvil will be levelled so that pedestrian access across it is improved. Removing the subway at this end will also reduce maintenance costs.
Finally, the benches and rubbish bins will be replaced with new items in the style of the recent works in the area.
The improvements complement earlier work at the Malls, bus interchange and rail station, and enhance this key entrance to Basingstoke town centre.
