HWRC permit scheme to restrict trade waste
HWRCs are for household rubbish only.
Commercial, trade or industrial waste is not permitted on HWRC sites as the sites are not licensed to accept it.
Traders wrongfully depositing waste at HWRCs costs the County Council, and therefore Hampshire residents over £1million each year. Preventing traders from entering the sites will reduce onsite congestion, make sites quicker and easier to use, help us deliver a more customer focused service and increase the amount of reuse and recycling.
Household permit scheme
Research has shown that the majority of trade waste is delivered to HWRCs in commercial type vehicles such as vans. Therefore vans and commercial vehicles have restricted access to the sites. Hampshire County Council recognises that some householders may need to use a commercial type vehicle to dispose of their bulky household waste, so householders can apply for a free permit allowing them continued access to the sites in these vehicles.
Blue badge holders are exempt from the permit scheme and therefore do not require a permit to access HWRCs.

Disclaimer forms
Occasionally, site staff may ask you to sign a disclaimer form. This would be to confirm that the waste is from your own household, and has not originated from a trade source, because of the nature of the waste or the vehicle being used.
Trade waste is defined as waste arising from any trade, business, industrial or commercial activities. Anyone who has received payment for carrying waste or produces waste in their work cannot take this waste to an HWRC.
