HWRC household permit scheme

Why have you introduced a permit scheme?

HWRCs are for household waste only. They are not licensed to accept trade waste, but many traders attempt to use them to avoid paying for proper disposal of their waste.

Studies suggest the majority of trade waste is brought in using commercial type vehicles, so these vehicles are being restricted. We recognise however that some householders need to use a commercial vehicle for their domestic purposes, and they can apply for a free permit allowing them to continue using their local site.

Who needs a permit?

Householders who wish to use a commercial type vehicle to bring their household waste into an HWRC. Householders using cars do not require a permit.

Owners of trailers between the length of 1.8m and 3m will need a permit in order to use their trailers.

How do I apply for a permit?

You can obtain a permit by applying online or by calling 0845 603 5634.

Where can I use my permit?

The permit is valid for 12 visits in one calendar year at any HWRC in Hampshire, including Southampton and Portsmouth.

What do I need to do with my permit?

After ensuring the vehicle details shown are correct, your permit is ready for use. On arrival at a site, hand it to a member of site staff who will mark and date it to show it has been used. If you visit more than once in a single day, each visit will be counted individually.

When does this scheme start?

The scheme has been in operation since 14 February 2008.
