HWRC vehicle access overview
To prevent trade waste being wrongfully deposited at Household Waste Recycling Centres, the following vehicle access rules apply (as of 14 February 2008).
Cars and 4x4s
You do not need a permit to enter an HWRC, and can continue accessing sites as before.
Commercial vehicles (e.g. vans)
Householders who use a commercial vehicle to dispose of their household waste need to apply for a free permit in order to enter HWRCs. Commercial vehicles are defined as those that have no rear windows and/or no rear seats, and/or an open back. Traders will not be allowed to apply for a permit. Householders without a permit for their commercial type vehicle will be turned away. Vans hired for a period of less than two days are permitted to enter as long as the householder brings their hire purchase agreement document with them to show site staff.
Trailers
Trailers up to 1.8m in length can access HWRCs without restriction. From May, residents with trailers measuring between 1.8m and 3m in length will be able to apply for a permit to access HWRCs. Trailers longer than 3m will not be able to access HWRCs.
Weight restriction
Vehicles heavier in weight than 3.5 tonnes are not allowed to enter any HWRC in Hampshire as they cause congestion for other site users and studies suggest these vehicles are most commonly used to deposit trade waste.
