Personalising Adult Social Care
Hampshire County Council has set up a Commission of Inquiry on Personalisation to examine how Hampshire can prepare for the cultural change in adult social care.
Personalisation calls for a radical change in the delivery of Adult Social Care to ensure service users are given more choice and control of the care they receive. A person can identify their own needs and make choices about who, what, where and when regarding the support and care they need, not just about their care, but to achieve their own personal goals.
The concept will be far reaching impacting on service users, carers, the County Council, partnership organisations and the independent sector. Therefore the Commission is calling for service users, carers, staff, partners and the voluntary and independent sector to submit written evidence to ensure that the Commission thoroughly examines the most important issues for Hampshire.
The issues that will be covered will relate to how personalisation can best be achieved in Hampshire, along with the financial, resourcing and structural implications. Evidence is also be invited on the effects that Personalisation will have on the market place and on the County Council’s commissioning intentions.
The Commission for Personalisation will be Chaired by the Leader of Hampshire County Council with the Executive Member for Adult Services as Vice-Chairman, along with up to 13 additional Commissioners drawn from the County Council, and other eminent and expert persons.
All the evidence submitted will be considered through the Commission process, and some witnesses will be invited to present their evidence and discuss it in person with the Commission. Following the evidence sessions the Commissioners will make recommendations to the County Council and other relevant bodies for consideration on the actions required for Hampshire to adapt effectively to impacts of personalisation. It is envisaged that this will take place by the end of 2008. The work of the Commission will also be used to influence and inform the Government’s Green Paper on the future of Adult Social Care.
