Quantity Surveyor - Job Summary & Person Specification

Job Purpose:

To provide a professional Quantity Surveying service for civil construction and maintenance contracts.

To contribute towards the effective financial management of projects by giving advice and guidance to technical staff on financial, contractual and procedural matters when required.


Main Responsibilities

Financial Management:

  • Ensure the effective cost control of civil engineering capital and maintenance projects.

  • Negotiate contractual submissions, minor issues and claims with contracting professionals, including Commercial Managers, on a daily basis.

  • Responsibility for agreeing and recommending approval of contractual payments leading to the settlement of the “Final Account” for small and medium civil engineering schemes.

  • Report and forecast on contract final outturn costs to clients and Hampshire County Council management.

  • Adhere to the County Council’s Standing Orders, Financial Regulations, Code of Practice and the Department’s financial management systems and procedures.


Project Delivery:

  • Preparation of Bills of Quantities, Schedules of Rates, Activity Schedules and associated contractual documentation.

  • Checking, evaluation and reporting on tenders received by the Environment Department.


Estimating:

  • Provide preliminary works cost estimates to establish feasibility and detailed estimates for budget guidance, committee approval and later financial monitoring.

  • Provide life cycle costings and investment advice.

  • Monitor the financial implications of recycling operations.

  • Assist in the maintenance of the Engineering Consultancy estimating guide, including annual review.


Corporate and statutory initiatives - equalities/health and safety/e-government/ sustainability:

  • Maintain awareness and integration of the Corporate Aims and Statutory Initiatives with delivery of the service and projects to ensure priority is given to quality services and sustainable development opportunities.

Essential Qualifications

  • Educated to HND/Degree level or equivalent in an appropriate discipline.

Essential Knowledge,  Skills   Experience

  • Experience of Quantity Surveying in a Civil Engineering environment, including knowledge of Model Contract Document for Highways Works and New Engineering Contract.

  • Effective written and oral communications skills.

  • Positive attitude to self development and the development of others.

  • Understanding and experience of Standing Orders, Financial Regulations and Code of Practice related to construction and maintenance projects in a local authority environment.

  • Understanding and experience of the County Council and Departmental structures and procedures.

  • Ability to manage, negotiate and agree small and medium sized construction contracts to a successful financial conclusion, with limited supervision.

  • Ability to produce works cost estimates in sufficient detail and accuracy for feasibility, preliminary and detailed stages of

  • Experience of Quantity Surveying in a Civil Engineering environment, including knowledge of Model Contract Document for Highways Works and New Engineering Contract.
