Countryside & RoW Act provides the legal framework. The County Council’s RoW section approves/records changes. Works in partnership with parish councils.
Administration of European, national & local elections and referendums; Registration of electors, including undertaking an annual canvass of all properties in district.
HCC is a member of Central Buying Consortium, group of 17 local councils: joint purchasing of various commodities including street lighting, gas, library books, IT equipment, paper, software, furniture.
Wide-ranging corporate contracting function. Storage & distribution of goods, including educational supplies; makes framework contracts; manages recruitment advertising; supply energy. Works with many external partners including Portsmouth and Southampton City Councils.
School meals for most primary schools, some secondary schools. Hold the delegated budget for free school meals. Also serve some non-educational sites including Milestones Museum & Sir Harold Hiller Gardens; also run Castle Restaurant. Work with Social Services on hygiene training.
Hampshire Printing Services (Winnal) and Castle Copy Services provide internal printing services to HQ customers.
Rents delivery vehicles to County Supplies; supplies easy-access minibuses to Community Groups; runs the courier service; run vehicle hire desk. Works with Passenger Transport section of Environment Dept. Participates in MIRACLES project.
