Community Strategies

County / District council draws up with consultation with other organisations through Local Strategic Partnerships

Local Govt Act 2000 requires local authorities to prepare community strategies which take a long-term view of how to ensure a better quality of life for everyone, reflecting what the community believes are important priorities, For a two-tier authority such as HCC it is not specified at which level the strategy should be produced, nor the geographical area.  It was decided that each district council in Hampshire would produce a community strategy.  The CC works with each district council to help their preparation.  The common elements that need a more strategic approach are drawn together in the Hampshire Community Strategy.  See also 'Local Strategic Partnerships'.

When preparing community strategies, authorities (who in their ‘community leadership’ role tend to take the lead) have duty to consult/seek participation of appropriate organisations through a Local Strategic Partnership.  The HSP is the Hampshire's county-wide one.  There is no statutory guidance on structure of LSP.  Partnership must involve a) external organisations, b) officers from across County Council, c) councillors both inside and outside the executive, as representatives of their wards, as members of scrutiny committees or as council representatives on outside bodies.

Local Strategic Partnerships

County Council / district council, Police, PCTs, other business, cultural, voluntary organisations - variety of organisations may attend meetings depending on topic under discussion

All 11 district councils required to establish an LSP and produce a Community Plan.

South East Plan - Strategic planning

SEERA responsible with assistance from each County Council in the region

Regional Assembly has responsibility for strategic planning and has to prepare a Regional Spatial Strategy (RSS) - the South East Plan.  County Council has to assist with this.  The Plan addresses issues such as housing, economy, environment, transport; aims to provide regional framework for development to 2026.  District council planning decisions have to align Plan's principles.

Hampshire Community Safety strategy

County Council, District councils, voluntary organisations, police

HCC has its own crime/disorder and community safety strategy to provide framework for its services and for input into District partnership strategies.

Community Safety: Crime and Disorder - Youth Offending Team

Wessex YOT covers Hampshire, IoW, Southampton and Portsmouth.  County Council's own Crime & Disorder strategy is non-statutory.

Community Safety: Local Community Safety strategies

Statutory Partners: County Council, district councils, Police.  Other partners are housing associations and voluntary organisations

HCC works with district councils and police to produce local community safety strategies at district level in the form of a local crime audit; Hampshire's own community safety strategy is non-statutory.
