  1. District council has duty to review and assess air quality on a regular basis

  2. The Ecology Group within the Environment Department undertakes a wide range of work for nature conservation including, overseeing the implementation of the Corporate Biodiversity Action Plan, management of the Hampshire Biodiversity Information Centre, co-ordination of the Hampshire Biodiversity Partnership, rural land management and habitat management initiatives (e.g. woodland, heathland), support to the Department’s planning and transportation functions

  3. HCC's Countryside Service manages heathlands, coastal wetlands etc on discretionary basis.  Particular sites specially managed to conserve rare species.  District councils manage some sites.

  4. District council required to inspect land for contamination.  Works in partnership with Environment Agency, which protects the water environment. See ‘Conservation’.

  5. County Council inspects/maintains - provides advice on planning applications to local planning authorities who do not have archaeological officers.

  6. Countryside Service works with archaeologists & English Heritage to manage historic sites.  In partnership with local planning authorities produces list of buildings at risk.  Maintains Archaeology and Historic Buildings Record - index to sites/monuments used to inform the advice County Council gives to planners & developers on the implications of proposed developments.

  7. District council assists in planning for the re-use of redundant buildings that may need public subsidies, special surveys and specified types of work, ensuring alterations are carefully designed; works with the owners of at risk properties to resolve problems before they lead to health and safety implications or result in the loss of important historic fabric; consult English Heritage on building applications affecting grade I & II* listed buildings.

  8. County Council is the Harbour Authority for River Hamble. Issues guidance on nature conservation & makes bye-laws. Environment Agency is a consultee for certain planning applications, and it grants licences to extract from rivers/estuaries; English Nature has to be consulted on matters affecting important wildlife sites.  Merchant shipping regulations are enforced by DETR.
