The Regional Assembly is required to prepare, monitor and ensure implementation of a Regional Spatial Strategy (RSS) - the South East Plan - and sub-regional strategies e.g. South Hampshire and Western Corridor & Blackwater Valley, but the County Council has a statutory role in assisting with the preparation and monitoring of the RSS and in particular with sub-regional strategy preparation.
Deliver a integrated departmental response to corporate and district-wide community strategy initiatives. Manage and develop some aspects of LPSA 2 (see Broader Partnership section).
HCC responsible for controlling minerals and waste management development to facilitate the objectives of the Material Resources Strategy and also determine applications for developments associated with County Council services. HCC takes strategic approach - may also be involved in area-specific ventures where there is not sufficient expertise/resources at district level, and will act in supportive role

District councils are the local planning authorities and have discretionary powers to enforce compliance in cases of breaches of planning control.
District councils do this on agency basis for County Council.
