Comments

  1. County Council responsible for bus poles; bus companies provide flags/timetable cases.  District Council responsible for street name plates (though on new developments it is the developer's responsibility); also for minor directional signs subject to County Council approval.  County Council is responsible for normal highway direction and warning signs.

  2. Statutory duty to provide school transport.  On discretionary basis HCC subsidises socially necessary bus services.  District Council may support bus services it regards as socially necessary but which do not meet the criterion set out by HCC.

  3. Most shelters provided and maintained by district councils.  County Council coordinates stops and shelters, making sure they are located at convenient and safe points.

  4. Some authorities operate decriminalised parking enforcement (DPE) powers which allow them to take over responsibility for enforcing parking contraventions from the police and to retain the funds received from penalties. Police retain responsibility for serious endorsable offences e.g. causing obstructions.

  5. Administration of / repairs to Pay & Display and free car parks.  Residents parking schemes on behalf of County Council.  See also 'On street parking'.
