Policies included in the Minerals & Waste Local Plan, prepared in accordance with government guidance. Regulation carried out by Environment Agency.
County Council responsible for land/facilities owned by HCC e.g. closed landfill sites (air quality – landfill gas, water quality – leachate and site stability)
District Councils, as Waste Collection Authorities, responsible for kerbside collection of recyclables, local recycling banks or arranging for separate bulky collections from the house. 26 Household Waste Recycling Centres provided by HCC for residents to dispose of bulky domestic waste like green waste (see ‘Collection and Disposal’).
District councils are Waste Collections Authorities and collect household waste and recyclables from the kerbside. HCC, as the Waste Disposal Authority, provides facilities like energy recovery facilities and landfill where this waste is delivered to. The waste/recyclables is then sorted/processed at these sites. Portsmouth and Southampton, as unitary authorities, provide both collection and disposal.
Landowner is responsible for clearing the rubbish (in case of major roads, the owner is the Highways Agency); the district council is responsible for waste on other public highways or on public open spaces.
District councils have a legal duty to collect abandoned vehicles and County Council has a legal duty to store/dispose of abandoned vehicles (similar to collection and disposal agreement)
