Citizenship ceremonies - a statutory function. Other functions (discretionary) including baby-naming, renewal of vows, remembrance services.
District council maintains 'closed' churchyards; district & parish councils administer the cemeteries they own, according to their regulations.
Principally an HCC responsibility through County Museums Service; may be a joint one. Some district councils have own service. There are arrangements between county/district councils for partnerships with voluntary organisations.
