Hampshire County Council’s Corporate Management Team

The Corporate Management Team (CMT) comprises of eight Chief Officers and is led by the Chief Executive. CMT work with, and for, the Leader and Cabinet to maximise the capacity and effectiveness of the organisation in order to protect and build strong, sustainable public services that improve the quality of life for the people of Hampshire.

CMT acts as the main interface between the Cabinet of the County Council and its officers, employed to serve the organisation and the community. It is the role of CMT to provide the strategic capacity and operational management of the varied services for which the Council is responsible.


John Coughlan

John Coughlan, Chief Executive

John Coughlan became Chief Executive in November 2015. Prior to that he was Hampshire’s first Director of Children’s Services in August 2005, establishing the new department responsible for schools and children’s welfare following the Children’s Act 2004. John was Corporate Director of Social Care in Telford and Wrekin Council between 2001 and 2005. His role included that of former statutory Director of Social Services alongside responsibility for strategic housing, environmental health and trading standards. Between 1997 and 2001, he was Assistant Director for Children and Families in Dudley, and prior to that he held a number of senior management positions in Birmingham Social Services. He has worked extensively with children and young people in various settings, but especially children looked after. John was recently Joint President of the Association of Director’s of Children’s Services and was awarded a CBE in 2009.

The Children’s Services Department has a vision to make Hampshire a better place for children and young people by leading Hampshire’s Children’s Trust, the public sector partnership for children. Ofsted has rated the Department as 'performs excellently' in its last two annual reports, which is the highest grade awarded. In Ofsted's main inspection of Children's Services in July 2011, the Department's capacity to improve was rated as 'outstanding'.

John was appointed Deputy Chief Executive in 2010 and has played a leading role in transforming the County Council into a modern business delivering public sector services.


Corporate Services

Corporate Services came into effect on 1 August 2012, following a review of all the support services that keep the County Council functioning on a day-to-day basis, including Human Resources, Finance, Information Technology and Procurement.

The new operating model for Corporate Services adopts a more joined up and collaborative way of working that avoids duplication and reduces cost across the organisation. These changes have brought substantial benefits to the County Council, placing us in a uniquely strong position for future growth and investment.

Corporate Services is made up of three function areas, each headed up by a Director.

Carolyn Williamson, Director of Corporate Resources

Carolyn Williamson, County Treasurer

Carolyn Williamson joined Hampshire County Council in August 2010 as County Treasurer, as well as Treasurer to Hampshire Pension Fund, Hampshire Fire and Rescue Authority and the Police and Crime Commissioner (formerly Hampshire Police Authority).

In May 2012, following the County Council’s review of Corporate Services, Carolyn’s role was expanded to encompass Finance, HR, IT and Customer Contact through Hantsdirect. Carolyn is currently leading on two significant programmes of work:

  • the development of a shared services partnership between Police, Fire and County Council Corporate Services
  • the creation of the Integrated Business Centre, which forms part of the shared services partnership, combining ‘leading/best practice’ processes with Centres of Expertise.

Carolyn was formerly the Deputy Chief Executive and Executive Director of Resources at Southampton City Council. Prior to that she was Director of Corporate Services with Inverclyde Council, in West Central Scotland, and before that held a number of finance posts in Local Government and the NHS across Scotland.

Carolyn is CIPFA (Chartered Institute of Public Finance and Accountancy) qualified, since 1991. She was presented with the Iain Doig CIPFA award in 2004 for her contribution to CIPFA and was also presented with the CIPFA Public Reporting & Accountability Award for Innovation in 2004. She was Chair of LASAAC (Local Authority Scotland Accounts Advisory Committee) and a member of CIPFA/LASAAC until 2005.

Paul Archer, Director of Policy and Governance

Paul Archer

Paul Archer is responsible for Governance of the County Council, including the Monitoring Officer role, member advice and support, corporate compliance, risk and Emergency Planning. He also has responsibility for the organisation’s in-house Legal Services function, Communications and Performance and Policy, Programmes and Partnerships.

Paul qualified as an accountant in 1997. He spent five years as Head of Waste Management from 2002 for the top performing and most forward thinking Waste Disposal Authority in the UK, leading the Authority through the successful development and implementation of key, world class infrastructure valued at some £200m.

After three years as Assistant and Deputy Director in Environment, Paul took on the role of Assistant Chief Executive in May 2010 and, over the past two years, has successfully led the Council’s £100m efficiencies and expenditure reduction programme.

Dr Ruth Milton, Director of Public Health

Dr Ruth Milton

Ruth Milton took up the role of Hampshire County Council's Director of Public Health in April 2013 when the County Council assumed responsibility for Public Health. Previously she was joint Director of Public Health for the County Council and Hampshire Primary Care Trust (PCT). She has been a PCT Director of Public Health since 2002 with experience of working with colleagues across the region and nationally. Prior to working in Hampshire she was the joint Director of Public Health for Surrey PCT and Surrey County Council from 2006 to 2010, during which time she was also medical director for Surrey PCT. Her early medical background was in hospital medicine in London. She is currently a regional representative of the Association of Directors of Public Health and a Continuing Professional Development adviser for the Faculty of Public Health.

Ruth Milton and her team provide the specialist leadership to the County Council's Public Health responsibilities. While there are number of key responsibilities which must be delivered, such as sexual health services, NHS Health Checks, the National Child Measurement Programme, Public Health advice to NHS Commissioners and health protection, the Council will decide on other priorities for the county based on the needs of local populations. These services may vary across the county.


Graham Allen, Interim Director for Adult Services

Graham Allen, Interim Director for Adult Services

Graham joined Hampshire County Council, Adult Services, in January 2015 as Integrated Services Director initially responsible for operational services in West Hampshire. Since June 2015 his key focus has been the transformation of Adult Services – re-designing and re-aligning current services to ensure social care continues to focus on supporting the most vulnerable older people, and adults with learning and physical disabilities, while adopting a strengths based approach -

looking at what people can do with their skills and their resources and how those around them, in their relationships and communities, can support them.

From 1 November 2015 Graham became the Interim Director of Adult Services at the County Council.

Graham was previously Assistant Director/Head of Operations for older people and physical disability services at Cornwall Council, which he joined in 2003. In 2012 he operated in a joint post as Head of Operations for the local authority and Chief Operating Officer/ Executive Director of CIC (the not for profit community health service).  

Graham is a Registered Social Worker, having qualified in 1994. He spent the first nine years of his professional career working in the criminal justice arena – primarily working with and managing teams specialising in high risk sexual and violent offenders.

He is married with two college/university aged children. His interests include travel and theatre/ visual arts.


Steve Crocker, interim Director for Children’s Services

Steve Crocker was appointed Interim Director of Children’s Services in November 2015, having served Hampshire County Council as Deputy Director of Children’s Services for six years. As the Departmental Director, Steve is responsible for the educational outcomes for children in schools and for children’s social care both in Hampshire and also for the Isle of Wight Council, under a Strategic Partnership arrangement, initiated by the Department for Education.

Steve has more than 25 years experience in social work and social work management, during which time his notable achievements include helping to set up and lead the Oxfordshire Youth Offending Service, before moving on to head up the Wessex Youth Offending Service.

Since 2009, he has led and guided Hampshire County Council through a series of challenging Ofsted inspections. In the most recent Inspection in 2014, against a new Single Inspection Framework (SIF), Hampshire Children’s Services were assessed, as in the 2011 outcome, as being either ‘good’ or ‘outstanding’ across all domains. At the time of his appointment to Interim Director, this outcome was the highest set of gradings for any Authority inspected under the new framework.

He is also Chair of the Serious Case Review Committee in Hampshire, working with the Hampshire Safeguarding Children Board’s independent chair, and the lead representatives from partner agencies including Hampshire Constabulary and the NHS.

Steve’s track record of strong performance has earned him significant national recognition. Examples of this include being asked to play a lead role in Professor Julian LeGrande’s review of Birmingham City Council’s Children’s Services.


Karen Murray, Director of Culture, Communities and Business Services

Karen Murray

Karen Murray became Director of Culture, Communities and Business Services (CCBS) in April 2011. Before that, she was Director of Property, Business and Regulatory Services which has merged with the Culture, Communities and Rural Affairs department to become CCBS.

CCBS is the Council’s centre for community and cultural services, and also manages our property interests and a range of business services. Karen brings a wealth of experience to this role, having led a large number of services in the Council over many years.


Stuart Jarvis, Director of Economy, Transport and Environment

Stuart Jarvis was appointed as Director of Environment in November 2010. In March 2011, the Economic Development Office moved into the Environment Department, creating the new Economy, Transport and Environment Department.

Prior to this his appointment as Director, Stuart served for 15 months as Managing Director of PUSH (Partnership for Urban South Hampshire) on a secondment from the County Council, where he had been appointed as the Deputy Director of Environment in May 2004. Before joining Hampshire Stuart was the County Planning and Transport Officer for Somerset County Council, and previously worked in various posts in Pembrokeshire County Council, Preseli District Council, Southampton City Council and Dudley Metropolitan Borough Council.

The Department is responsible for Economic Development and Regeneration, Highways and Transport, Waste Management, Minerals and Waste Planning, and general Environment services within the County Council.
