Transforming IT for children in Hampshire

We want to see our IT systems become more integrated and easier to use.

To illustrate this, students at The Hurst College have produced an excellent short film that tracks the day of ‘Will’ from the moment he awakes to the time he arrives home from school.

It’s based on ideas from real learners in Hampshire, and we’re grateful to the school for giving us a glimpse of the potential for integrated information and technology in this film.

 



What is this project about?

Hampshire County Council has embarked on an ambitious project to plan the development and implementation of a large array of IT systems related to children.

The project could include procuring replacements for

  • Our schools’ Management Information System (currently SIMS)
  • reporting to parents (currently SIMS Learning Gateway)
  • our learning platform (currently Wizkid)
  • and other systems.

The project will certainly improve the IT systems involved, but we're aiming a little higher: we want to transform services using IT. Our ambition is to deliver systems that meet the needs of the children and families we work with, while also being more enjoyable and easier to use: in effect, making the systems you use at work more like the IT you use at home! This is no easy task but we will be urging the market to step up to the challenge.

This procurement process is a new approach to buying systems in Hampshire, and one that has not been undertaken by many other local authorities. It will allow us to outline our requirements and then challenge and question suppliers in order to deliver a solution that is not just off the shelf, but tailor-made for Hampshire's children.

The formal procurement notice was released to the market at the end of June. We are seeking a supplier to work in partnership with us and aim to award a long-term contract in Summer 2013.

We report on the project in our termly newsletters for schools:

Timescales

  • Start of legal procurement - end of June 2012
  • Competitive dialogue - November 2012 - early February 2013
  • Contract award - July 2013

Then following procurement there will be

  • Transformation - July 2013 onwards

We asked if any of you would be interested in joining our workstream groups to help us select the right supplier. We have been overwhelmed by the response, and have now decided to split our school volunteers into two groups: the Schools' Workstream Group and the Stakeholder Group.

  • The main Schools' Workstream Group meets every two weeks to develop and agree IT outcomes that articulate schools' business requirements
  • Stakeholder Group meetings take place approximately every six weeks and they make sure we are properly consulting with schools and will form another layer of assurance from the output of the Schools' Workstream.
