Ethnic Minority and Traveller Achievement Service (EMTAS)
Improving educational outcomes for children and young people from Black, Minority Ethnic (BME), Gypsy Roma and Traveller (GRT) backgrounds.
Working in partnership with Local Children’s Partnerships (LCPs), schools, settings and other agencies to remove barriers to achievement and reduce inequalities in attainment so that all children can succeed.
- Support for recently arrived bilingual/Traveller pupils through bilingual assistance in 25 languages/Traveller education assistant.
- Delivering the Hampshire Young Interpreter scheme (peer mentoring to train children and young people as interpreters) in your school.
- Support and interventions for underachieving BME groups/individual pupils through specialist teaching, including advanced bilingual learners/ Black Children’s Achievement Programme, and the GRT programme.
- Supporting children and families from GRT backgrounds through our Traveller Education Team, such as supporting schools with parental engagement, improving attendance, ascription and attainment, and developing culturally inclusive curriculum.
- Supporting BME parents and communities through family learning, interpreting, (Nepali, Polish and Shona phone lines) and our signposting service.
- Training and professional development for LCPs, schools, settings and services on aspects of ethnic minority achievement, including English as an Additional Language (EAL) and GRT achievement.
- Specialist resources loan service, including dual language books, dictionaries, distance learning resources.
- Support package for GCSE in heritage languages, including assessment to determine a pupil’s language skills using past papers and other resources, a mock oral test and administering of the oral exam itself.
- Support for senior leaders, including data analysis and tracking by ethnicity and language, self-evaluation of EAL/GRT policy and practice, and developing whole-school systems such as induction for new arrivals.
- Language in the Curriculum (LinC) after school provision. Using talk for writing and other approaches, EMTAS has developed course materials to enable schools to provide additional support for targeted groups of advanced bilingual learners.
- Our new arrival support increases pupil well-being and facilitates inclusion (academically, culturally and socially) at first point of entry into school. Our bilingual assistants enable pupils to access the curriculum through the medium of 25 different languages.
- Capacity raised for improving BME and traveller achievement at classroom level through delivery of continued professional development, coaching, joint planning and teaching.
- Increased understanding of barriers to achievement for vulnerable groups, such as Travellers and asylum seekers.
- Achieving improved outcomes for BME and Traveller groups, for example, increasing A*-C attainment at GCSE for advanced bilingual learners.
- Development of inclusive practice for GRT pupils, including cross-cultural curriculum, strategies to increase attendance, improved behaviour, better transition to next phase of education and engagement with parents.
- Facility to work at individual pupil level, class/ department, whole-school and LCP levels.
- In-depth, local knowledge of ethnic minority groups and communities via our bilingual assistant and Traveller Education Teams, as well as through our data analysis.
- Strong existing links with parents/carers in hard to reach groups and communities and expertise in strengthening parental engagement with schools.
- Multilingual and multiethnic staff profile.

EMTAS is quality assured via our performance management structure and all staff have ongoing professional development.
Impact is measured through our Integrated Service Plan and is built into all activities.
Customer feedback is used to improve and develop this service, in line with the Quality Assurance Framework for Services for Schools.
Mechanisms for collecting the views of customers include satisfaction surveys and regular feedback from all our stakeholders including schools, parents and carers, children and young people. This enables us to constantly improve what we offer.
