The establishment and operation of the Partnership are governed by a legal agreement. The agreement was considered and agreed by the Joint Committee on 16 October 2007 and was approved and sealed by the three constituent authorities of Hampshire County Council and Portsmouth and Southampton City Councils. Local Transport Plan - Strategy for South Hampshire
This transport strategy sets out the shared approach to transport in South Hampshire to 2031. It has been developed jointly by the three Local Transport Authorities of Hampshire County Council,Portsmouth City Council and Southampton City Council, working together as Transport for South Hampshire (TfSH).

The Transport Delivery Plan (TDP) provides a clear statement of the transport scheme priorities to be progressed by TfSH and its member authorities and provides a robust starting point from which to take forward scheme development and funding bid preparation. It also provides partners with a clear view of TfSH scheme priorities.
The TDP is a strategic delivery plan and it does not include the full range of transport schemes being implemented by Local Transport Authorities (LTAs).
The Local Transport Plan implementation plans of Hampshire County Council, Isle of Wight Council, Portsmouth City Council, and Southampton City Council set out the full range of transport schemes being progressed by the LTAs. For the Hampshire County Council area, all schemes (local and strategic) will be included in Borough/District Transport Statements and in Town Access Plans.
The TDP represents the TfSH position at early 2013 on forecast growth. The TDP should be seen as a live document that will be reviewed as evidence changes and when opportunities present themselves.
Consultation was an important part of the TDP development, and the approach taken is summarised in section 3.6 of the TDP. Feedback notes from the consultation are provided in these separate documents.

Application to Department for Transport Better Bus Area Fund
The Better Bus Area Fund has been introduced by the Department for Transport with the aims of increasing bus patronage in busy urban areas, creating growth and cutting carbon. The fund will provide grants of up to £5million to a minimum of ten local authorities who are working in partnership with local bus operators.

Local Sustainable Transport Fund (LSTF)
The Department for Transport's (DfT) Local Sustainable Transport Fund (LSTF) challenges local authorities to develop packages of measures that support economic growth and reduce carbon in their communities as well as delivering cleaner environments, improved safety and increased levels of physical activity.
Transport for South Hampshire submitted its Large Project bid proposal in June 2011 and was informed in August by DfT that it has been short listed for final funding approval, subject to submission of a satisfactory detailed business case.
