Cold callers
- We advise consumers never to agree to work that is instigated as a result of a cold call or via a leaflet drop.
- You should obtain at least 3 written quotes from reputable businesses or traders who are either members of the Hampshire County Council Buy With Confidence scheme or a recognised trade association.
- Traders who agree work at the home of an individual or at a place other than their usual business premises are required by law to provide consumers with a Notice of Right to Cancel, which gives consumers a 7 day cooling off period. Work should not commence until this period has ended, unless written agreement is obtained from that consumer beforehand.

Current Warnings
Totton and surrounding area - 15/05/13
Rogue Traders are currently cold calling/leaflet dropping in the Totton and surrounding area of Hampshire offering to block pave driveways. They are starting work without consent and not providing any paperwork to identify who they are, where they operate from and details of your right to a cooling off period.
Fareham and surrounding area - 13/05/13
Rogue traders are currently cold calling/leaflet dropping in Fareham and surrounding area of Hampshire offering to install a foam seal/insulation to the underside of roofing in the loft space.
Milford on Sea and surrounding areas - 19/04/13
Rogue traders are currently cold calling/leaflet dropping in Milford on Sea and surrounding areas of Hampshire offering to tarmac driveways. It is alleged that false claims are being made about being connected with roadworks being carried out nearby or working for the Council.
Our officers were called to this area this morning. Please be aware that these incidents are progressing throughout Hampshire.
Stubbington, Gosport and surrounding area - 16/04/13
Rogue traders are currently cold calling and leaflet dropping residential addresses in the Stubbington, Gosport and surrounding area of Hampshire offering to tarmac driveways.
The callers are making claims to have spare tarmac left over from underground gas or mains water pipe repair works being carried out in the local area. In some cases residents have felt pressurised into agreeing to have works done. Official contractors working for the utility services do not cold call on private addresses offering to do such work with left over materials.
Stubbington, Fareham and surrounding areas - 11/04/13
Rogue traders are currently cold calling/leaflet dropping in the Stubbington, Fareham and surrounding areas of Hampshire offering to tarmac driveways. It is alleged that false claims are being made about being connected with roadworks being carried out nearby or working for the Council.
Greyshott and surrounding area of Hampshire - 05/04/13
Rogue traders are currently telephoning/cold calling in Greyshott and surrounding area of Hampshire offering to provide security alarm systems in conjunction with a national safety campaign.
Purbrook - 22/03/13
A rogue trader is currently cold calling/leaflet dropping in Purbrook and surrounding area of Hampshire offering to sharpen tools, etc. It has been reported that a price is not given until your goods have been sharpened and returned to you and then the price in cash is excessive. Concerns have also been raised that the male may become intimidating towards consumers if payment is refused, etc.
