Roles and Responsibilty of Cllr

Scrutiny and Select Committees

Hampshire has a 'Leader and Cabinet' model of decision-making and an independent scrutiny function. The Cabinet is responsible for making decisions, and scrutiny holds the Executive to account for these decisions.

The scrutiny committees that look at council decisions and policies are called Select Committees. There are five committees that primarily focus on County Council issues:

·                                 Policy & Resources Select Committee

·                                 Environment & Transportation Select Committee

·                                 Children & Young People Select Committee

·                                 Safe & Healthy People Select Committee

·                                 Culture & Communities Select Committee

The Health Overview and Scrutiny Committee is a scrutiny committee with a difference. The Health and Social Care Act 2001 introduced the specific power of health scrutiny for English local authorities with a social service function. This enables local authorities to scrutinise the operation of the health services in its area and make reports and recommendations to NHS bodies. Health scrutiny should also focus on improving local health services and reducing health inequalities, not just scrutinising NHS services.  I chair two committees the Safe and Healthy people and the Health Overview and scrutiny as well as member of the Policy and Resources Select Committee

The Health White paper and the emerging new way of working  under the new Health Agenda is challenging and HCC are  at  the for front and working with the Stakeholders ,NHS, Public Health and  residents

 Hampshire Action Teams (HATs)

 

Hampshire Action Teams (HATs) comprise of the County Councillors of a given area meeting together on a regular basis to ensure that the County Council is listening to, and taking account of local needs and issues in its local services. HATs work with their partners to make improvements whenever they are needed and possible. 

.  In Test Valley all of our HCC Cllrs are on HATS as our TVBC Cllr Colleagues  and the subject matter mirrors the need of the local population 

  We have regular update from the Highway Dept  especially about the Pot holes, Road Maintenance.  gritting and many other items which affect local people

In Andover West my Division  I have Ten Parish Councils and Town Council

  I endeavor to go to as many meetings as possible but there are often clashes in Diary dates  how ever I am in regular touch with my Parish Clerks and reports are sent
