Corporate Procurement and County Supplies is a market leading procurement and purchasing team within Hampshire County Council. We are a ‘not for profit’ trading unit and we provide procurement services to the County Council, partner organisations and to registered customers in the wider public sector, including education and local government, and to voluntary and community groups within the third sector.
With an annual purchasing turnover of £225m we pride ourselves on providing end-users with competitively priced value for money goods and services. To maximize our buying power we are a member of the Central Buying Consortium (CBC) and Pro5, a consortia comprising: CBC; Eastern Shires Purchasing Organisation; North East Procurement Organisation and Yorkshire Purchasing Organisation. Pro5 and CBC are successful because they combine national and regional arrangements with local service and market knowledge. With an aggregated spend of over £1bn, Pro5 is the largest consortia in the country and collaborates with the Government Procurement Service.
We also provide best practice advice, guidance and support across Hampshire County Council and external customers and partners in the procurement of a range of goods and services. Effective procurement arrangements are fundamental to achieving value for money for the people of Hampshire, contributing to the County Council’s corporate priorities and protecting staff when making purchasing decisions. Whilst good procurement practice can assist with service and performance improvement, poor procurement practice can expose authorities and staff to major financial and reputational risks.
We have a team of highly experienced Buyers with extensive knowledge of Stationery, Office Equipment, Managed Print Services, Hardware, Furniture and Food. Our Buyers are in daily contact with customers to ensure they receive excellent supplier performance. This contact also ensures that we receive invaluable end-user feedback to achieve continual improvement in the effectiveness of our offer. We also have a professional team of Category Managers who can advise clients and corporate departments on ICT, Energy, Facilities Management, Property, Professional Services and many other categories of spend.
In addition to schools, colleges, universities, residential and nursing homes, libraries, police and fire stations, we supply borough and district councils, unitary councils, independent schools and many non-profit making community groups and voluntary organisations.

We have a firm policy of seeking products and services which satisfy the needs of our customers but avoids harming the environment. Our buying and category teams keep abreast of research and development into environmental and other social responsibility issues and purchase goods and services in the light of that knowledge and with the guidance received from our user groups.
